One of the obvious sources of air pollution in Chicago are the two coal fired power plants on the city's south west side, only a few miles from the loop.

What is Illinois Sierra Club doing to close down these plants?

Bill,

"Update current standard" from Jack implies nothing is being done or plans to be done specific to Chicago's plants by the Illinois Sierra Club. A December, 2006, deal was reached blessed by the Illinois Sierra Club between Midwest Generation and the IEPA. Plan for cleaner breathing air from these plants sometime between 2015 - 2020, as far as the Illinois Sierra Club is concerned.
